In-State Tuition for UNC at Chapel Hill requirements?

The only way to determine your residency status for NC is to contact them. I work at a school that has a Resident Deputy who handles all of the residency requirement questions. We also have a very thorough explanation on our website. Check the school's website and if there isn't any information, contact the school's Registrar' Office. In CA, there are residency requirements such as living in California for at least 365 + 1 days along with other work requirements. It's not as easy as it sounds and can take longer than you think to gain residency in a new state. I know you mentioned you lived in NC for over 8 years but then you left and became a resident of Texas so you now must re-establish your NC residency. Contact the school and explain your plan for finishing highs school in 2 years in NC. Also, residency doesn't have anything to do with being a good student. Those attributes are considered in the admission's process.
