Thus perhaps, in context, the 'ordinances' he is referring to had to do strictly with temple worship, and are not at all the list you have suggested, except for the next to last, "sacrifices and offerings". With no temple, clearly the guidance for temple services are pretty much out of the picture,,, though there is some insight to be gained from studying the system YHVH presented to reveal Himself to the people.
