Who is the serial killer in the novel Carnal Innocense?

ok i really dont feel like reading the book lol, soo iwas wondering if my guess is right. Is the serial killer Tucker, that one guy that cuts grass, that fbi guy, or the brother? My first guess was the brother. Am I right? thankkkksss :)
