If the doctrine that is taught: 'Carnal Ordinances' r a outward expression of a inward work of God. Why?

I'm don't know what "Cardinal Ordinances" are, but I do know that ordinances are laws, and the bible teaches that we are not saved by the law. We are saved by grace through faith in Jesus Christ. We are sinful creatures at heart and the only way our heart can be changed is by Jesus. It is the Holy Ghost that comes to abide within us at the moment of salvation, and only He can give us the heart to please God; a heart of faith. The law, in any form, cannot do this. Therefore those who rely on the law never change.
