How is the weighted gpa for unc chapel hill so high?

i realize it's a top 5 public university but the number one public university (Virginia) average gpa is a 4.2. UNC chapel hill's is a 4.44. Do north carolina public schools use a different grading scale because theres no way that the gpa for unc is higher than uva. again no disrespect.
